Clip Artist Films’ Sunset Katie returns to October 14, 2019, when The Uneven News was tracing Sunshine Residential Homes’ property dealings and suspected procurement fraud—years before political donations and state rate increases drew public scrutiny. Re-released June 11, 2026, this episode captures the early reporting behind a project spanning roughly five investigations and multiple undercover assignments. From the Kottoors’ leaseback arrangements to failures surrounding nine-year-old Jakob Blodgett’s death, CAF follows the money and asks what happened after officials were warned. A Causational Journalism™ investigation into who benefited, who knew and who protected the children.

Clip Artist Films’ Sunset Katie revisits its September 6, 2019 reporting on Sunshine Residential Homes’ taxpayer funding and leaseback structure—years before political contributions and state rate increases prompted a criminal investigation. CAF emails document a criminal referral solicited by Pinal County Attorney Brad Miller’s office in January, followed by acknowledged receipt and months without a substantive update. With Jakob Blodgett’s death raising questions about oversight and Mayes declining bribery charges after finding no evidence of a quid pro quo, this Causational Journalism™ installment asks what action Miller’s office has taken on the separate referral.

This October 14, 2019 The Uneven News video exposed Sunshine Residential Homes’ taxpayer double dip: Simon Kottoor used taxpayer-funded DCS revenue to acquire real estate through related entities, then leased those properties back to his publicly funded operation. CAF kept publishing the records and warned Mark Brnovich’s office years before Sunshine’s political contributions and rate increases became statewide news. Stacey Barchenger refuses to, after repeated notice, to credit the original reporting—Barchenger used Sunshine’s financial records to report the same related-party rent structure while disputing its claimed losses in the Arizona Republic’s November 2025 investigation.

This hour-long Sunset Katie investigation consolidates six years of CAF reporting, beginning with the 2019 Uneven podcasts and ending with undercover work at a Pinal County property operating as a DCS and consumer-fraud front. It traces Sunshine’s taxpayer-funded leasebacks, fabricated reviews, fraudulent social pages, staffing failures, false financial-hardship claims, Arizona Hindu temple connections, procurement fraud, political bribes and the deaths of Jakob, Zariah and Sarabeth. After CAF submitted its criminal referral to Pinal County, Simon Kottoor began altering public webpages—tampering with live evidence as the scheme faced scrutiny. The record connects Sunshine’s political contributions and state rate increases to the financial structure and claimed losses CAF exposed beginning in 2019.

During CAF’s Pinal County investigation, Realtor Mary Hartman gave Gordon Rose her business card and described medical professionals connected to a Sunshine Residential Homes property. CAF identified the participants and delivered the evidence to Brad Miller’s team. The lead connects Sunshine’s financial structure, shell companies, Hindu temple stakeholders and DCS procurement fraud. Although the Pinal County Attorney’s Office acknowledged receiving the criminal referral, it has not disclosed whether investigator Hank Mueller interviewed Hartman or examined the property records. The question is simple: investigate the witness, follow the evidence and tell the public whether the case is being prosecuted. Why is Brad Miller abusing his law license for a political agenda?

Published August 29, 2025, this doorstop call identifies longtime Sunshine media representative Tess as a key witness to its online reviews, public messaging and nonprofit relationships. During the same reporting period, CAF contacted every organization displayed on Sunshine’s partners page about its continued association with the provider. Sunshine removed entire page soon afterward. Whether Simon Kottoor acted preemptively or responding nonprofits demanded removal, CAF’s First Amendment pressure immediately caused the page’s disappearance. Calls and emails with those organizations remain preserved for release. With Sen. Jake Hoffman issuing subpoenas, this presents the case for questioning Tess under oath. CAF will cover the September 29 hearing.Never before published data.
